Welcome to Student Services

The Manchester-Essex Regional School District is dedicated to meeting the needs of all learners through high quality student services programming for students in grades PK-12.  These supportive services and accommodations are designed to provide access to educational programming for children with disabilities in compliance with federal and state regulations. In collaboration with principals, the special education coordinator and chairpersons, guidance counselors, and Section 504 coordinators, the Director of Student Services oversees the following programs:

Special Education, Section 504, Health Services, Counseling, Pre-kindergarten, English Language Learners, Home/Hospital Tutoring

Integrated Monitoring Review Report, July 2025

On a three-year cycle, the Department of Education conducts a review of special education and civil rights compliance in public and charter schools.  This review was conducted in Manchester-Essex in May 2025 and the report is available for public review at this time.  The District was determined to be fully in compliance with all reviewed elements of Special Education.   

Within the Civil Rights criterion, the District is in the process selecting an English Language Development curriculum and strengthening of sheltered English immersion in classrooms.

Special Education Records

In compliance with Massachusetts Department of Elementary and Secondary Education (DESE) regulation 603 CMR 23.06 (3), the Manchester Essex Regional School District intends to destroy the Special Education records of former students who meet one of the following criteria:

  • Graduated, transferred, withdrew, or terminated from MERSD Special Education programs or services on or before June 30, 2019.

Why are these records being destroyed?

In accordance with state and federal laws, school districts are required to destroy these records after a period of seven years following the conclusion of Special Education services.

How to Obtain Records:

Any parent/guardian or eligible student can obtain their student’s Special Education record before it is destroyed.

All unclaimed student records meeting the above criteria will be destroyed after the August 31, 2026, deadline date.
