Contractor Selection
Prequalification The Manchester Essex School Building Committee has completed prequalification of the general contractors (pdf) and most subcontractors (pdf) for the Middle High School contractor. This projecess was not required for the Brook Street Contractor
The prequalified general contractors included P.J. Stella, Brait Builders, TLT Construction, and J&J Contractors. The Committee is well aware of criticism surrounding one contractor and has considered that feedback carefully.
The prequalification process represented over a hundred person-hours of analysis following Ch. 149 and the procedures prescribed by 810 CMR 9.00. The approved general contractors have a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management (DCAM), which is required to be able to bid on all public building construction projects.
DCAM’s overall evaluation of a contractor, which is based on their performance on many projects, is broader and more reliable than a critique based on unofficial information compiled on a few projects. In addition, the Committee consulted legal counsel in making its decision.
Bidding and Selection of Qualified Bidder
Middle High School: Four bid were received for this project. The bids were evaluated for complete applications and to determine if any new information would make a bidder unqualified.
Brook Street: Three bids were received and evaluated.
Contract Award
TLT Construction was awarded the Middle High School Project. David White Construction was awarded the Brook Street Project. |
